Amid allegations about advisers dealing with Roman Abramovich’s business affairs (Roman Abramovich aides falsified paperwork to disguise assets and dodge tax, records suggest, 12 October), another issue demands urgent government action – the £2.5bn from the sale of Chelsea FC, which has remained stuck in a Barclays bank account since May 2022.

The money was originally pledged to help victims of the war in Ukraine, no matter where they are in the world. Yet for over four years this huge sum of money has sat in limbo, accruing interest while victims of conflict go without desperately needed support. At a time of global aid cuts, rising food insecurity and growing humanitarian needs, the £2.5bn could make a transformative difference to the children and families we serve around the world.

Chelsea have returned from the international break with an authority that augurs well for Xabi Alonso. Two goals from Pedro Neto condemned Everton to a first defeat of the season as the visitors climbed to fourth on the back of their first Premier League clean sheet since January. A head injury sustained by Emi Martínez, who was carried off on a stretcher after seven minutes of treatment, was the only concern from a mature display in the Merseyside sunshine for Alonso’s team.

There were goalkeeping problems at both ends, with Jordan Pickford unconvincing for the second week in succession as David Moyes’ side suffered self-inflicted wounds. But Everton could have no complaints about the merits of Chelsea’s victory given their contrasting performances in the second half.

A lively reception awaits the former Liverpool midfielders Jordan Henderson and Xabi Alonso at Everton and, in the case of the former, any jeers can be considered an unintentional tribute. They will speak of what the 36-year-old is able to produce now as much as what, and where, he delivered in the past. With two goals and an assist against Bournemouth last Saturday, Henderson became the oldest player to contribute directly to three goals in a Premier League game, and demonstrated his role at Chelsea is not simply to elevate standards off the pitch. His midfield partnership with Moisés Caicedo gave Alonso’s team balance and enabled the front three of Morgan Rogers, João Pedro and Cole Palmer to flourish. Their confrontation against an Everton defence that had impressed this season, only to litter the draw at Hull with costly mistakes, will provide a stern test of the hosts’ unbeaten start and may well be dictated by the veteran behind them. The manner of Manchester City’s victory at Liverpool was an article of both vindication and vilification. Those gleefully wielding inflatable bananas in the Anfield away end could thumb their noses. Why not enjoy the dances of defiance until the music stops? The same went for City players, asked to perform under the darkest of clouds, able to focus, at last, on football, rather than legal argument and uncertain futures. Beyond City, the sight of a club found guilty of 100-plus charges laying waste to such rivals as Liverpool was deeply uncomfortable. The Premier League season and product are badly damaged until the matter is somehow resolved. What happened at Anfield should double the haste for a resolution. Chants of “cheat” whenever City players, the game already won, slipped the ball around, are bound to be repeated at other stadiums. Enzo Maresca has described his club’s plight as “noise” but his team’s victory did absolutely nothing to turn the volume down. John Brewin

There’s little prospect of the model changing in a country that welcomes wealthy international owners with open arms

Football, the world’s most popular sport, played by laws drawn up in London in 1863. The Premier League is the UK’s greatest soft power export. Premier League clubs are owned by a deputy prime minister of Abu Dhabi, the public investment fund of Saudi Arabia, a billionaire based in Monaco for tax reasons and a disappointing assortment of investors and private equity funds. And what, really, could be more British than that? Football truly is the national game.

What the Manchester City case has exposed is just how difficult it is to regulate some of the richest and most powerful bodies in the world. While the wait for the verdict was frustrating, it’s perhaps unavoidable given the possibility of legal objection at every turn when a leaked email from City’s in-house lawyer during Uefa’s action against the club had threatened to “spend 30 million on the 50 best lawyers in the world to sue them for the next 10 years”. You didn’t get that with Albert Alexander Sr or Peter Swales.

Watch and learn, kids. The day began with one for the youth audience, Cole Palmer appearing on a live stream to explain the thinking behind his latest contract extension. It finished with the oldest player to join Chelsea during the BlueCo era stealing the show with an all-action midfield display.

Even Palmer was happy to step aside as Jordan Henderson used his right foot to curl home a free-kick that drew comparisons with one of David Beckham’s specials. It was Henderson’s second spectacular strike – he marked his home debut by opening the scoring with a bending effort from 20 yards and also laid on an assist for Morgan Rogers to make it 2-0 – although it is fair to assume that Xabi Alonso did not bring the veteran to Stamford Bridge for his goalscoring prowess.

Xabi Alonso has said Cole Palmer is committed to playing for England and revealed Chelsea’s No 10 missed this international break with a problem related to the groin injury that kept him out for much of last season.

Thomas Tuchel did not hide his disappointment with Palmer, who is fit to face Bournemouth on Saturday, after the attacker made himself unavailable for the start of his country’s Nations League campaign last month. Tuchel said the 24-year-old “misses too many opportunities” to play for England and questioned whether Palmer wanted to be part of the squad.

Declan Rice’s future role in England’s midfield was questioned by Gary Lineker after Alex Scott’s impressive first senior international start in the 7-0 thrashing of Croatia. But the decision to withdraw from Thomas Tuchel’s squad in an attempt to manage his workload made sense after Rice had only three weeks off post-World Cup before returning to pre-season training. The 27-year-old has struggled with persistent back problems after suffering a hamstring injury last December and Mikel Arteta will hope that the rest has done Rice – who is thought to be close to agreeing a lucrative new contract at the Emirates – the world of good as they prepare to resume the defence of their Premier League title against Leeds on Saturday.
